Restrict schedule manager from adding open shift for position not included in the generation profile

Summary:

We have observed that Schedule Manager can be able to manually create open shift for any position not included in the schedule generation profile.

But cannot assign it to any employee with that position as system restricts saying no eligibility criteria. (mostly here the system is considering schedule generation profile setup)

and also, employees with that position cannot be able to see the open shift that is created.

Can system at first place restrict schedule manager to create open shift for position not included in generation profile?
