Competency from Job profile with free form text box not populating in Performance Document

We have a requirement from our client to have the competency section in Job profile as a free form text box, so that they can fill in the competency in the free form text box directly and don't want to maintain the content item library. We configured the section in Job profile accordingly but the competencies from Job Profile is not flowing into year End Performance Document. Whereas the same competencies which is configured as Item value set (values from content item library) is flowing into Year End Performance Document with all the weightages.
