Requesting Input on competencies by peers

Summary:


Is there any way to record the feedback from peers without using participant feedback? Our organization is not using 'participant feedback' feature but we would like the peers to rate and comment on competencies, and it can flow into the performance document. I explored that we could create requested feedback but that will include a questionnaire and is not entirely competency based, is there any way we can get ratings by peers that way or is there any workaround for this?
