Can a Manager view and take action on the goals they assigned to an old report?

During a Performance review campaign, due to reorganizations, an employee may change managers, but it is necessary for the old manager to have visibility into the goals they assigned to the employee.However, when accessing the Team Goals Center, the manager can only view the goals and goal plans of their current reports, not those of employees who were their reports in the past.

How can managers be given visibility into goals assigned to employees who are not currently their direct reports?
