Duplicate Expense Email Notifications

Summary:
We are getting intermittent reports where users/supervisors are getting duplicate expense email notifications. The problem is occuring with a variety of users where some expense reports are getting a duplicate email notification as well as sometimes showing as a duplicate in Things to Finish.
There is no issues if accessing it via the BPM Worklist
