Can we use an Asset Based Work Requirement in Maintenance Program for Condition based Work orders

Summary:

I am creating a Work Order using the Condition Based manually from the Asset Information Management.
When i create an Asset based Work requirement then i am getting the below error , but i was able to create a work order for an Item based work requirement. Is this the intended functionality that condition based WO will only be created for an item based Work requirement ?
