Goal shows "Goal Deleted" but it won't remove

Summary: There is a goal in goal center that shows "Goal Deleted" that was deleted by an employee but it never actually deleted. It was still reflecting on the performance plan. I removed it from the performance plan by deleting the performance plan and creating a new one. But when I go to Goal Center, I still see the goal that was deleted. All options (including edit goal details) are greyed out. I initially thought it was because it was aligned with the managers goal and unaligned it and that didn't change anything. I had the manager delete this goal
