Performance document approval not getting triggered to HR

Hi - We have a requirement from our client, where the PIP Document should be sent for HR Approval immediately after the document is submitted by Line Manager. We have configured the rule condition suing the document type and routing approval to HR user. However, the approval flow does not work correctly and it get stuck with Line Manager for approval, who is not configured as part of the approval flow.
