Changes to goal plan by Line Manager needs approval from HR Represetative

Summary:

We work with two Goal plans. One will follow regular workflow, changes by worker approved by line-manager. The second plan requires additional approval from HR Representative if worker makes a change, that works fine, but also if manager makes a change.
Currently changes by manager follow the path of Auto-Approval.
Can anyone help how to change the workflow for second plan so changesby manager will require appprval from HR Representative?
