Time Entry Validation Fast Formula not getting fired While Submitting Timesheet Via API

Summary:

An employee submits a time card through the API with a blank Payroll Time Type.
When we run the Mass Submit and Approve Time Cards process, we expect this transaction to fail with an error as there blank in Payroll Time type.
However, the system still marks the time card as Submitted.
If we enter the same time card through the UI, the Time Entry Validation Rule Fast Formula is triggered correctly and prevents the submission because the Payroll Time Type is blank.
We need the same validation behavior for time cards submitted through the API and processed via Mass Submit and Approve Time Cards.
