'Evaluated By' field value when performance document is reassigned to a new manager

Summary:

When a performance document is reassigned to a new manager, the 'Evaluated By' field value is updated to the new manager name , even though the new manager didn't evaluate the performance.

The evaluation was done by the old manager and the name shouldn't change when it is reassigned to new manager.
