How the “Move to HR action” action works for Individual Compensation

Hello Community,
When creating an Individual Compensation Plan, in Plan Access it is possible to enter "Move to HR" as an action. What happens if this is selected?
For "Move to HR," there is no dedicated workflow, unlike "Hire an Employee", which has a specific section called "Compensation". So what happens in "Move to HR"?
We did notice the majority of Actions are linked to processes, such as Convert Pending Worker, Create Job Offer, Add Assignment where the Individual Compensation Plan will be selectable from the Compensation section.
While in the case of Move to HR, where does this selection happen?
