Post Enrollment Survey - Make required that the Employee must provide a response

Summary:

We have created a post enrollment survey and marked the question as required within the question set up. If you click on submit, the system makes it seems like it will require you to select a value, however, the employee also has the Cancel button and can just click on Cancel and not answer the survey. Is there a way to make this required where they must provide a response?

Also, is there a way to make this survey in this view part of the enrollment process?
