Payroll Time Card Approval to go to specific assignment manager not primary

Summary:

We have many people with multiple assignments. Right now, all approvals go to the manager of the primary assignment, regardless if the hours (position) entered are for that assignment or not. We need the approval rule to only go to the managers of the applicable positions - those that specifically manage the positions where time was entered. If time was not entered for the primary assignment, the manager of the primary assignment should not receive the approval request.
