Make Comments mandatory when rejecting a time card

Hello All,

We want to make comments mandatory when line managers are rejecting a time card. We made comments required in the task TimecardApproval and committed the task but comments are still not mandatory when testing.
Are we missing something here?

Any guidance will be greatly appreciated.
