Evaluation Criteria in Talent Management

Hi All

I am working on solutioning Talent Management - the client do not follow Emplyee Evaluation. However they have set of Criteria to evaluate Employee during Evaluation Period. Please refer to below screenshot.

I have configured 1-14 items as Goals in a Goal Plan. How do I tag each of the Goals to the specific Criteria ie., Classroom Performance, Evident of Student Larning, Relationship with Students, Staff anf Colleagues.
