Currently, expense reports do not perform funds validation at the input level. Funds checks occur only for invalid or missing account combinations. This enhancement requests a funds check at expense report entry (save/edit), validating budget availability for the selected account combination before workflow submission.
Acceptance Criteria:
- Funds check occurs on create/edit/save of expense reports
- Validation is based on selected account/code combination
