Unable to see all active ratings under Talent Ratings section

We want to make all active profile Talent Ratings visible for HR and Managers on the employee.

Managers and HR have edit access according to Profile Content Section Access.

The Profile Talent Ratings are active according to Profile Types > Person > Profile Talent Ratings (Talent Score, Risk of Loss, Advancement Readiness, Career Potential, N Box Cell Assignment, Performance Rating); however, the only one visible under My Team Activity Center > Talent Ratings is the employee's Talent Score.

How do we make the other ratings visible under Talent Ratings? Is this a security issue, related to templates, or requires VBS?
