VBS - Disability Type (List of Values / Validation Issue)

Summary:
Has anyone been able to successfully update or restrict the list of values for Disability Type in VBS?
Context:
Client requirement is to only allow Yes / No, and remove:
- Yes - fully disabled
- Yes - partially disabled
Issue:
It appears VBS does not allow modification of the seeded list of values for Disability Type
When attempting to control this via Validation Rules:-
- The condition does not recognize/select “Yes - fully disabled” or “Yes - partially disabled”-
- The Target Field (Disability Type) also does not behave as expected for error anchoring
What I’ve Tried:
- Validation rule using Disability Type = "Yes - fully disabled"
