Why doesn't notification trigger when Development Goals are assigned through Talent Review Meeting?

We have tried to trigger a notification to the employee when the HR Specialist (facilitator of the Talent Review meeting) assigns a Development Goal during a Talent Review meeting from the navigation below.

Navigate to the correct Talent Review meeting and start to conduct the meeting —> select the employee to put the Dev. Goal —> Actions —> Add a development goal to the employee.

This successfully adds the development goal to the employee, but there will be no notification triggered to the employee or the manager. We have checked this through Alert Composer as well, but didn't find a seeded alert for this requirement.
