How to hide Submitted to Govt DFF field from additional information in Absence Management in Redwood

Hi Team,
In Absence Management, the “Absence Additional Information” descriptive flexfield (DFF), specifically the “Submitted to Govt” checkbox, is currently visible to all users. However, this field should be visible only to HR Administrators.
I am unable to configure a condition or rule set for this DFF field. The field is highlighted in bold, which I understand indicates that it is a seeded role with a required condition in the descriptive flexfield configuration.
Kindly assist in identifying how to hide this DFF field for users other than HR Administrators.
