Activity Template in Sales

Summary:

I’m trying to create an activity template using the Manage Sales Task Template task in Setup and Maintenance, but the available templates appear to be limited to Opportunity. Our requirement is to create a template for the Activity object. Is this supported, or is there a different setup task we should be using?

EDIT: I have enabled the 'create task + create task template' button in via the Application Composer > Activity Object > Embedded Task List Page Layout, however it is not showing in the account's activities.
