Inconsistent Progress Note Messaging for Development Goals vs Performance Goals

We’ve observed an inconsistency in the user experience when viewing progress notes for Development Goals versus Performance Goals, and would like clarification on whether this behavior is expected.

• This is for HR access to goals setup to only view goals, not add/edit on behalf of workers.
  
• Current behavior:
• HR – Development Goals
  • When a progress note has not been added, the system displays the message:
    “Sorry, this content is currently unavailable.”
    
  • Performance Goals
    • When a progress note has not been added, the system displays:
      “Add note about progress.”
