Measurements not editable in performance document

in Performance Management

Hi everyone,

I noticed in the community that it is possible to make the Measurements editable in the Performance Goals in a Performance Document editable (like the first photo), can anyone tell me how to do this? (They are not editable for me, as you can see in the second photo).
