Help needed: best solution for group spare assets

Summary:

I require a solution for group spare assets that will move across different maintenance/inventory organisations as is required by operational requirements.

The modular asset would typically consist of about 8 or so assets that when in an operation position will require hourly based maintenance services e.g. 2000, 4000, 8000 hr and when not in an operational site will require care and maintenance tactics to preserve the asset, possibly some corrective work orders to reinstate good running condition. In more mature EAM systems, you have the options to use "scenarios" to change between applicable strategies, how can I achieve this in Oracle without continuously rebuilding work requirements?
