Differences between TOTAL_ACTUAL_COST_BASE and TOTAL_ACTUAL_COST

Hi,

We're noticing some discrepancies in the database between the fields TOTAL_ACTUAL_COST_BASE and TOTAL_ACTUAL_COST, regardless of the currency.

It seems that some costs that aren't of type cost_type=Base aren't being aggregated in SHIPMENT level. Is this correct? According to the documentation, if the base currency is EUR, both fields should be the same, but we see that some costs are being excluded and we don't know why. Examples:
