Time Cards: Exclude all workers with Exempt as Overtime Status from creating

Summary:

We have a requirement to take away the ability for all Exempt team members to create / submit time cards. The definition we want to use is if they have 'Exempt' in the Overtime Status field, US Job Info section, of Job - cannot create time card. If they have nonexempt in this field or its blank, they can create time cards. I am new to T&L, but my assumption is that I will need to find a way to exclude them from all our existing HCM groups, but I'm not finding an easy way to do this. Has anyone
