Participant feedback requests not being sent despite Send Request default = Yes/True

Summary:

We are testing a performance document to use during our Mid-Year performance cycle. I have reused most of the configuration from our template last year, process flow, participant settings, copied previous template. When we tested the Request Participant Feedback functionality we noticed that the requests are not being sent. After checking in the Participant Feedback admin area I see their statuses as "Request not sent".

I also tried reopening a performance document from 2025 where this functionality worked in 25D and also experienced the same behavior, so I don't believe this issue is connected to new configuration or customizations. Both environments are on 26A now however.
