Reset user accounts in different sub-identity domains using OCI cloud shell?

Summary: Trying to reset a user account that is in a different identity domain under the default using cloud shell

Content (please ensure you mask any confidential information): When I use the cloud shell to try and rest a password for a user that is not in the default identity domain, I receive an error with the message ""message": "Authorization failed or requested resource not found."". If I get a user list it doesn't list any users under that domain from the default.

If I log in to the sub-domain with a domain administrator account, I am unable to retrieve a list of users either, I receive the same error message. Same if I try to reset the password with the OCID. I've attempted to use the command with the compartment or domain OCID as well. I've tried using the interactive method too to make sure I have all the parameters.
