Why do "Spot Bid Withdrawal" Notifications sent to Awarded Carriers

Summary:

We have a scenario where shipment is spot bid tendered to 3 carriers and they have bid their respective amounts.
After the bid is awarded, all the carriers are receiving a withdrawal email , even the carrier to whom this bid is awarded also receives a withdrawal email. Is this an expected behaviour? This causing confusions to the carrier.
Technically in tender_colloboration table we will have an entry for spot bid and later when bid is awarded another entry is created for Ordinary tender type for the awarded carrier. So is that spot bid tender is withdrawn first and then Ordinary tender is triggered. Is this the expected behavior?
