Cannot run pick wave when supply status = Goods partially available

Hi,
In several currently created Sales Orders, there are instances where the Supply Status is 'Goods partially available' because a portion of the quantity is Reserved while the rest is In Purchasing. I want to proceed with the shipment for the reserved quantity first; however, nothing happens when I run the Pick Wave process. Could you please help me resolve this issue?

I already check on shipment detail Ship Lines Together is set to No and I already tried to split line based on reserved qty on manage shipment line but it didn't work
