Missing privileges in custom HR role

Hi team,

could someone help me identify which privileges might be missing in my custom HR role?

On the Skills and Qualifications page, I configured a “Competency” section where HR should be able to upload certain competencies.
The screen that HR is expected to see is the following:

However, they are currently seeing this instead:

Has anyone encountered the same issue or knows how to resolve it?
