Ability to skip Onhand reservation and create Back 2 Back order at Order entry level

Summary:

For Back to Bakc orders we ahve a below requirement.
Our orders are submitted thru CPQ system and Customer has expectation that when there is onhand availability OO should skip reservation and proceed with B2B Requisition. Customer would like to have control creating back to back orders either at CPQ or Sales order stage.

We have set up a Gloabl sourcing rule ( to check on the onhand and reserve) and Local sourcing rule to trigger Requisitioning if there is no onhand. But Customer asks that B2B requisition process should be at the user control level not at GOP.
