Line Manager unable to view all candidates in Succession Plan

When a Line Manager views the succession plan for their direct reports, only candidates within the Line Manager’s reporting hierarchy are visible. Candidates outside the reporting hierarchy are not displayed and cannot be added to the succession plan.

We tried changing the DSP to "View all Worker", but it still does not work.
