Workaround for Performance calibration process in Workforce compensation Plan

Summary:

We cannot use the delivered Performance Calibration funtionality as the Workforce compensation Plans are out of the scope for the project. Talent review does not meet the requirement as the Performance document are locked for calibration and rating can be changed during this period. Can someone suggest a workaround for this issue?
