Employee unable to upload Benefits certification document through self service

Summary:

Employee cannot upload document in pending action through self service. The document can be uploaded through Self Service Document Records but not through pending actions. Note this was working prior to REdwood.

Documents can be attached through Benefits activity center and no restirctions or security has been setup on documents.
