Is there an option to close Required benefits pending action that suspends enrollments

Summary:

We have a waive plan that requires document to be uploaded (Proof of other insurance) for medical plan. this action suspends the enrollment. Many times employee dont submit documents . The actions cannot be closed without uploading a document . is there an option where we can close the Required Action. I have had no luck with the Manage Action Items process
