Onboarding trigger

Hi everyone,

I have an issue related to onboarding.
Let me explain: in the system there is an onboarding journey that should be triggered every time there is an ADD PENDING WORKER action.

However, this time the journey was not assigned to three pending workers.
Has anyone experienced something like this?

Perhaps Oracle also considers other additional parameters beyond the Add Pending Worker action?
