Tax Exemptions is not getting calculated on order management from Ship to sites

Actual Behavior:
Tax Exemptions is not getting calculated on order management from Ship-to sites
When we are adding exemption certificates of FAE tax on Ship-to sites then we are not able to get the exemptions calculated on the order which has that Ship-to site.
Please note:
- The same is working fine on receivables.
- The Exemption calculations are working fine on order management when we have the exemption certificate at Bill to for that customer. But this is not the use case for the customer.
Expected Behavior
We should have Certificates on Ship to site and working on order management as Sales Order Acknowledgement has to be sent out to the customers
