Retro ICP entries as Manager

Summary:

Can a Manager initiate an ICP on a retro date? We have seen that Managers are able to submit an ICP with effective date as the current date or in the future. Is there any way to enable managers to submit an ICP on a past date?
We have seen Admins able to do that, but have not seen that feasibility with Managers.
