Can you show target proficiency level on the performance evaluation without having to rate it?

Summary:

Our business would like to show the Target Proficiency level for a competency on the evaluation but does not want to rate it. They do want to have the performance rating visible. In the template configuration Target Proficiency is only selectable if you include proficiency as the Rating Type (Second screenshot).
