Business event not getting triggered for Locations

in Fusion Service

We have a requirement where we want to sync up Locations from Oracle to a external system.The updates should be real time .There is a business event by the name locations but that is not getting triggered even after updating locations in oracle fusion.Is there any pre-requisite for the Event
