I'm having the exact same issue as Danielle7 described in the thread below, but haven't been able to find a solution yet:

When I try to update or create multiple values in a value set using Oracle Visual Builder Add-In for Excel I get a Row not found. (11404) and Not Found (11404) error respectively. However, when I perform the same create or update operation for a single Value Set value, it works without any issue.

I tried this bulk create/update on another value set, and it worked.
