Redwood WFC landing page not showing buttons so I can publish budget to all managers

Summary:

Does anyone know how on the Redwood WFC landing page you get into what was the Manage Budgets task to publish the budget you created in Global Models to all managers?

Content (please ensure you mask any confidential information):

In Responsive, I would go to this task on the WFC Landing page as the highest employee in the hierarchy (ie as the CEO using the proxy functionality and my Compensation Administrator role):

I would then pick my budget:

And then under Publish to Managers, I would select Publish All Budgets.

In Redwood, I see this: there is no buttons where I can go in and publish.
