Large volumes of draft transactions for Approve performance Goal

Summary:

We're seeing a large volume (1,150 over last financial year out of an 11,000 employee base) of draft transactions for 'approve performance goal' caused by users missing the submit pending approvals stage. We have enforced a 100% goal weighting with a system approval step, not a manager approval workflow. We have used OGL banners to draw user's attention to the submit pending approvals notification, but still we experience 30-40 new draft transactions per week.

Analysis of the transaction dates and employee behavior indicate that the issue occurs when either the employee or manager are updating/editing goals in the goal plan. We're using Redwood performance 26A. Goal changes/editing requires the individual to select the goal, then they visit the goal details page, select the edit goal details button. They make changes in the edit goal page and select the update button to close the edit page down. They must then navigate out of goal details and then back to the my goals goal plan to be able to see the 'submit pending approvals' notification to
