Business Requirement
Our organization uses a forced distribution guideline for annual performance evaluations.
Managers are expected to distribute employee ratings according to predefined target percentages.

Currently, managers can complete evaluations with unrestricted distributions, for example:

This creates challenges related to:
- rating inflation,
- lack of differentiation,
- calibration inconsistencies,
