how to setup expense agent

hi All,
I tried to follow the steps under the core config of expense agent
Detailed Adoption Guidance: Expenses Agent
but I can't see 'Expenses Agent Using Document IO Agent' under the feature opt-in, all i can see is 'Touchless Expenses Using Document IO Agent' and 'Touchless Mobile Expenses Enhancements', I enable them , also for 'Manage Expenses System Options', i cant see 'Enable Expenses Agent.' but 'Enable Touchless Expense', I follow other steps and assign the role to testing user, I can see the redwood page and expense agent tab, but that agent only answer policy enquiry and if i try to ask it to submit expense report, it will give
