Notifications are being sent to more than one Primary Manager
Summary:
Secondary managers are receiving notifications (bell and email) when feedback has been completed. This is happening when an employee is also a student. How they are setup in the system is:
Each assignment is set to the primary b/c they have different Legal Employers for each.

Primary Work Relationship flag-Yes
Primary Assignment flag- Yes
Assignment 2-
Primary Work Relationship flag-No
Primary Assignment flag- Yes
Is this proper system functionality. Shouldn't we be able to limit who receives the notification? I just don't understand how it would be sending to both managers in different legal employers.
