In BAC landing page redwood, how does the benefit search results logic function?

Summary:

In Redwood Benefit Activity Center landing page, is there a way we can control, and display employees based on customer requirement. for example, if the customer wanted to see only employees with pending actions at the time of landing in BAC page.

And also, what will be the logic of the search results. For example in the below screenshot how does the employee EE#505 is getting displayed in search results.
