Redwood: 26B Manage Supplier Rebate unable to edit DFF for programs in Active status

Supplier Channel Management > New Supplier Channel Management (Redwood UI made available in 26B).

When using new Redwood UI, DFFs defined under program header (additional information) are not editable if program status is Active where in classis UI, we can edit program header DFFs even when program is in Active status.
